The Huaihe River nourishes the land of Huai’an, and this native soil nurtured a great man. Zhou Enlai spent the first twelve years of his life in Huai’an. Its landscape, cultural heritage, family traditions, and local worthies quietly shaped his character and his early ideals. With a lifetime of loyal service to the nation and selfless dedication, he gave back to his hometown. Together, Zhou Enlai and Huai’an formed a relationship of mutual nourishment and mutual fulfillment, forging an enduring spiritual hallmark for his native place.

Huai’an lies at the geographical dividing line between North and South China. During the Ming and Qing dynasties, it was the seat of the Office of the Governor-General of Canal Transportation. Its unique position at the crossroads of North and South gave rise to a culture that was open, inclusive, and enterprising. This rich cultural soil helped nurture Zhou Enlai’s broad and inclusive mind and his ability to unite people from all sides, laying an early foundation for his later diplomatic wisdom of “seeking common ground while reserving differences.”

The Zhou family tradition centered on three principles: sincerity, thrift, and forbearance. Its family precepts called for integrity, service to the country, and devotion to the people. Zhou Enlai carried these teachings throughout his life, cultivating himself through thrift and diligence and governing with integrity. His biological mother, Wan, taught him to act with sincerity; his adoptive mother, Chen, gave him literary depth and a forbearing character; and his wet nurse, Jiangjiang, helped him understand the hardships of ordinary people and the value of frugality and goodness. Through their words and examples, these three women helped shape Zhou Enlai’s refined, gentle, yet resolute and steadfast character.

For more than a century, the Zhou family maintained a tradition of serving as advisors and passing down family learning. This tradition cultivated a practical wisdom of assessing situations and resolving conflicts. Such a deep family influence laid an early foundation for Zhou Enlai’s later ability to handle complex affairs with composure and respond to major upheavals.

The spirit of Huai’an’s past worthies also nourished young Zhou Enlai’s inner world. Reading Journey to the West, he was inspired by its spirit of fearing no hardship and persevering against all odds—a spirit that resonated with his lifelong pursuit of truth and unwavering faith. The story of Han Xin, who endured humiliation while keeping the greater picture in mind, further cultivated his broad-mindedness and his willingness to put the Party’s interests first with patience and forbearance.

The native place nurtured the great man, and the great man gave back to his native place. Zhou Enlai left home at twelve and never returned, yet his heart remained tied to Huai’an throughout his life. In 1958, when he met officials from Huai’an, he spoke frankly of his deep attachment to his hometown. To address the floods that had long plagued northern Jiangsu, he vigorously promoted the excavation of the North Jiangsu Main Irrigation Canal, helping to alleviate flooding along the Huaihe River and bringing relief to local communities. Though he held high office, he remained self-disciplined and impartial, never seeking special favors for his hometown. He laid down “Ten Family Rules,” urging his relatives to stand on their own feet, and set a lofty spiritual example through his upright family discipline.

From his youthful resolve to “study for the rise of China” to his young adult hope that “May we meet again when China takes its place among the great nations of the world,” the ideal of serving the nation ran through his entire life.

As he once said, “One who loves his country cannot but love his hometown.” The Huaihe River flows on, and its cultural heritage never ceases. Zhou Enlai was nicknamed the “Great Luan” , a divine bird in Chinese legend. The Great Luan that took flight from the banks of the Inner Grand Canal forged an immortal monument through a lifetime of steadfastness, and his native place continues to pass on the great man’s spirit from generation to generation, keeping the flame alive forever.
